The White House says that the president will control his own Twitter account, not someone in his backroom. His wife, Michelle, also has a Twitter account and her handle is @FLOTUS. This stands for First Lady of the United States.

The White House assures Obama’s Twitter followers that Obama on Twitter account will also be the one directly communicating with everyone, and thus making his the presidential administration that has been the most open and hands-on in US history.
So far, President Obama has followed 65 other Twitter accounts in his social media adventure, including some sports teams in Chicago, and the US ambassador to the U.N., Samantha Power. This @POTUS account is designed to be Obama’s personal Twitter account, so some wonder if the handle will be passed on when he leaves office, but so far that decision has not been made, though the president said that he is likely to transfer it to the next US president.

Besides the account President Obama himself is now using, there is also another Twitter account, @BarackObama, which is not written by the president, but is done by his staff on the Organizing for Action Group, and it has 60 million or so followers.
